Important difference here in your imaginary scenario is your lawn mower is parked on their private property. A public street is not your private property, and if you jack with someone's car parked on public property expect consequences in return.

I could think of a few things to do........

Brake Fluid/eggs
nails propped under tires (shouldn't take more than twice...)
dead fish under a seat (you said it's unlocked...)
have it towed
break a window
sign them up for moving quotes

or - you can just tell them "if you don't quit parking in front of my mailbox, I will have it towed every time it's there..." - make sure you're speaking to the driver, and then kick him in the balls

Provided you have already asked them politely to stop doing it...This has all already been covered but to elaborate and add a more serious note: these things do work. Just look at it as if they are simply needing a little behavior adjustment. Everyone here has probably had to deal with neighbor problems at some point, and i find that if the item in question is in jeopardy, they will often change their behavior double quick. Trick is to do it in a way that doesnt point to you
