2. Dad is dead or in jail
3. Dad is unemployed or working under the table. The oag will just take your money befor a check is ever cut

The OAG can take it's time, even if she has filed. Without a court order for garnishment, they can't garnish his wages for child support. There COULD be a child support order with dad not paying. Arrears accrue, but the debt on paper isn't money in the bank.
