Where you'll get tripped up is under the definition of "secured".

(B) the manufacturer of the safety belt, if the safety belt has been added to the vehicle.

The argument will be that you should be familiar with your vehicles owner's manual. And that if you bought it used, then you should have known, or that a reasonable person would have somehow acquired the owner's manual. Why the hell would you put it under your left arm anyhow? I was watching Alaska Troopers or some shit like that on TV the other day. This guy got pulled over and the police officer asked where his seat belt was and the guy point out a bungee cord. lmao. He told him to keep it on.
