Turns out ios 6.1 had this added "feature"

Settings / Notifications - gov't alerts and deleselct amber alerts to turn off.

Not by my normal text/call tones, but when it came over with the standard "emergency broadcasting system" tone, it scared the fuck out of my girlfriend and me.

I disabled Cell Broadcasts for that very reason.
