    If I see a dumn fucker driving down the highway using both hands to type a text on there phone and not looking up, I kindly pull up next to them, push in the clutch, engage my 2step, and mash the loud pedal. after the first few loud "BANGs" they start paying attention.

        I'd be ok with doing whatever it takes to eliminate it. If you think anything on your phone is private you're a moron.

        It seems as simple as joining with the cell phone companies for real time data on phone usage coupled with cameras or observers.

              Exactly. To hell with privacy, and that annoyance of search and seizure. The state needs to know exactly who you're talking to, what you're doing, who you do it with and when at all times Comrade.

                Unless you don't have apps, don't turn on your GPS on your phone (I know it's going anyway) and make sure you follow other protocols to ensure your stuff isn't followed as easily

                  I can get a 2500 fine for even holding a phone, so cry me a river.
                  In fact a dumb bitch was weaving all over the road as I go to pass her shes texting on her phone to her husband behind her in his car.
                  As I passing her I see what shes doing and hit the horn to keep her from drifting in to my side. She gets all pissed off speeds up and brake checks a 80,000lbs truck for 5 min as her husband holds the next lane while they slow down to 15 mph. And dumb bitch calls hp and tells them Im trying to run her off the road. Only problem was there was over 15 calls to hp telling them about her and husband and what they where doing. Not to mention my dash cam was going. Cops pull them over and they look like crack heads.
                  HP ask me if I want to press charges on them along with what he was going to add, along with the warrants she had.

                    I also heard that some of the apps will randomly and quietly activate your camera on your phone and send the image to them without your knowledge.

                      Tell me, most truck stops have cards that you get points when you fuel up, I carry two one I use and one I dont. HP can scan the card and tell when you stopped trying to catch you with your log books not matching up, along with digging in your trash looking for receipts to do the same. CDL= no rights.
                      Fuckers will go as far as driving through parking lots looking for you sitting in driver seat, and if you ant logged on duty huge fine. or they see you with your hood up same deal.
                      I watched one get busted for polishing his rims because he was logged off duty.

                              You do understand that you can penalize people for the crimes committed while texting/drinking/under the influence/etc without criminalizing the acts themselves right?

                                Tell that to the familys of the 10,000+ people killed by drunk drivers last year or the 16,000+ killed becuse of texting.
