There's a reason for that, which is why he won't find anyone willing to "rent" him a $40k+/- vehicle, ESPECIALLY for a tank of gas and a little cash on the side.

I was able to get a rental car once before turning 25. Had to have credit card and insurance that covered me in any car. Also it was from a wreck that was the other driver's fault, I don't think that they were going to let me otherwise. Before that I had to have my parents rent the car for me, and until I was a little older they would drive the rental and I would drive one of their cars.

I believe it is 25. Sometimes when I travel I would get flack for not being 25 but then I would have to show them receipts for the past year that I have been renting from you 20 times in the past year. Or they try bumping up the fee to rent to you.
