Need some fabrication help..

I want a light bar that I can mount to the front bumper on my bronco. Just something very simple that can hold 4 lights.. Something like this:



Can anyone here make something like this cheaply and easily?

FWIW I am fine with it mounting directly to the top of the bumper and bolted on.
