i know but it surges when im adjusting the timeing. I bought a obd1 code reader for it. does it have to be running while checking for codes?

Sounds like you may have an open SigRTN circuit. Disco the battery and check resistance between the SigRTN and a good chassis ground or the negative battery post. Should be less than 5 ohms, else the circuit is open.

And/Or just follow the procedure in the thread I linked to previously, except instead of connecting the jumper wire between the SigRTN and the STI, connect it between any good ground and the STI.
