All depends on what cam and heads you plan on running. With a OTB set of Vic Jr's, a SystemMax intake and mild camshaft, probably somewhere around 340-370 at the wheels. I personally think you are going backwards. Instead of asking what "X" would make, I would say I want to make "X" and build the combo to achieve it. When doing 351 stuff, stuff as much cubic inches in there as you can. It only makes your drivability that much better at higher power levels. I would do a 418W in a street car with a good set of heads like the AFR 205 or TEA 205, fairly decent size roller camshaft, 10.5-1 to about 11.0-1 compression ratio and a port to match Victor 5.8 intake or Super Vic Efi intake with elbow on it.

Screw changing all that shit around, build a decent shortblock and turn up the wick, make 650RWHP with what you already have!

..but to answer the question, you should EASILY be able to make 400RWHP+ with a stock bore/stroke windsor motor. (through a manual trans)

Stumbled across that link this morning. Might be something to look into if you want to make more power with your turbo kit. I'd do a combo like thesource said if you reallllly want to go the 351 route. It'd make nasty torque and good HP.

That, and a really nice set of heads, and a pair of 66mm's might yield some streetable, but truly monsterous power.

Going with an aftermarket block option seems to be much more expensive than doing a stock block 351W option. That's what has been pushing me that direction.

You won't need an after market block unless you plan on making over 600-700 hp. In that case, go really big on the cubic inches. I would do a 4.135-4.145" bore with a 4.10-4.20" stroke. Put a 225-245 cc head on it and a very healthy camshaft. Fully ported Super Vic EFI is a must along with a 2" header assuming you don't go turbo that it.

What's the going rate to have my 302 shortblock refreshed and maybe a cam swap?

depends on if it needs a re-bore or not...

Can you give me range (high to low side) of what I could expect? Obviously, the low side without a rebore and a rebore/new pistons? on the high side?
