Headlights dim, ...but new

I bought this fox a few weeks ago, pretty clean, has new headlights. Headlights suck ass. Not sure of the brand yet, I will be ripping it all out tomorrow. I'm almost positive I have some wiring issue to chase. When I turn them on and the switch is in the LOW position I get the brights indicator light up on the gage cluster.. If I switch to HI the indicator goes away and the lights dim. Regardless of the position, these things are dim, hell the orange running lights provide more driving light than the headlights!!

Anybody ever replace headlights, do something backwards and experience this?

New lights, new bulbs, new wiring harness. Grounds are clean. But something is definitely wrong..

There's a ground wire loose !
They are bolted to the core support in the headlight area.
