Bet it works, my HC was even higher than yours and after pulling it it was almost half the limit, I also tried every thing to get it down and no dice,
Wish I could remember who it was on here who gave me the tip to try it. I put plugs wires, cap rotor. EGR and injectors. still wasn't even close to passing.

pull the spout and bingo HC was was less than half the limit.
