1982 351w head identify hole

My buddy is installing a performer intake on a 1982 f150 351w. He installed the intake but there is a hole above the exhaust crossover hole in the middle of the head that you can see partially with the performer installed. What is this hole and can it be plugged?

I don't think that it is open but you can plug it with a pipe plug.

the one below it is, I dont think that smaller one is open, but it's been a long time since I have had one of those apart.

The hole should be a blind hole and not open. Ford tooling hole ?
