im betting it's the heater/ac controls on the dash. My wife's highlander does that same shit, and it's a known issue on them.

Google-fu says it is likely the "Evaporator Temperature Sensor", which has a habit of telling the system that the evaporator is below optimum temperature and kicks off the compressor. I'm going to try replacing that and see how it works out.
