When does a '91 model car not require emisson testing?

Did my 90 miata the first weekend in January this year. My inspector was really happy he didnt have to put it on the dyno. I guess that's a pain in his ass.

Along these lines, I got my 1st safety only on my 90 MarkVII , but did not watch the whole thing. I have no idea if he looked to see if it had cats on the exhaust. It does have them, but are they supposed to look?

I got mine done with an off-road x-pipe and Flowmaster dumped at the muffler. They didn't bat an eye towards it. I have never been there nor know any of them.
