Weird TPS voltage...4.9xvolts

Well here is what I just tested at the plug: Orange 5v, black 4.9v, and green 0v.

if that is with the tps unplugged and measuring voltage at the harness, then it looks like the ground is shorted to vref. That should kill the 5 volts if this is true. Are you connecting the ground for your meter to the negative battery post and then measuring each pin with your positive lead?

Not on the battery itself, its in the back. I'm using a solid ground.
