Uh... why would you put lower gears in something you plan to run at a high speed event?! Keep the 3.31s. Keep the stock tires up front, and put 255/55-18s on the rear (Porsche Cayenne size). That's a 29" tall tire that will keep you in your powerband and add stability. You might want to ditch the catalytic converters just because long periods of full throttle can hurt them. Stock mufflers are fine but get whatever you're happy listening to. Get a tune from one of the well known tuners - AED, etc.
That is really all you'll need from a performance aspect to get into the 130 club. A K&N drop in filter doesn't seem to help anything, and the 'cold air kits' eliminate a few million dollar's worth of Ford's ram tuning R&D just to inhale hot underhood air. Might be fine for the drag racing crowd but it's not what you want for high speed.
As for safety stuff, just read the rules and make sure you do what they say.When the government pays, the government controls.

The one thing in the rules that is annoying is that you have to have screw in metal tire valves and eliminate the TPMS. Going to have to have a tire shop swap them out up there then swap them back in since driving that long loaded up with an extra set of wheels isn't practical and Im not looking at that idiot light for that long either. Might have to modify the battery hold down also, haven't looked at the factory unit yet. Needs to be metal with no plastic wedge.

can they turn off TPMS with tuning? I can do it on dodge and ford diesels... didn't know if they were able to on the cars

I wouldn't mess with gear changes until you figure out if you need more or less gear to make it to the end of the course near the end of the power band. You don't want to end up shifting to top gear (OD) and loose your ability to pull as hard. Figuring this out may require a few late night trips to Mexico, or possibly some math skills. Sound fun though, good luck.

Man, I am on the complete opposite side of the fence on this one. Too many shop install NIGHTMARES and too many cars that lose performance by putting a lot of gear in them. Worse mileage, howling rear ends, traction problems, and a lot of times worse performance at the drag strip, much less top end. You seem dead-set on doing it though, and I don't think it will stop you from achieving your goal, but IMO gears are a complete waste of time and money.

Actually man, gears are probably last on the list. I like the 24.5 mpg on road trips. I've had probably half a dozen sets installed over the years without issue. The only set that made noise was the set I installed when I converted the SVO to an 8.8.. lmao
