Yeah the rings are on the pistons, the rods are connected crank is in. i can only torque down 4 rods and it wont turn. speedpro pistons, scat rods, eagle crank. is there any way i can measure the bearings to see if they are standard? i was told that rods could poss be on wrong journals i dont understand cause each rod has a number and each one is in that cylinder.

Could be the bearings for the connecting rods are to wide for the cranshaft fillet. Clevite makes race bearings that work on crankshafts like Eagle that have a different fillet than a stock crankshaft. See page 15 on this link.
If your not using plastiguage, you are going to have problems That could ruin some expensive parts.

Did you oil down the cylinders first?
Did you put one connecting rod on, spin the crank, and then go to the next?
You can't just torque down a bunch of rods and not spin the crank every single time.
If you started this without using plastigauge or are confused with what you are doing, then stop now.
Put back some more pennies and let a shop put it together.
