Sounds like a stuck float or the float level is set too high

if it was set REALLY low I could see it filling up to the top, likely the float is bad and on the bottom of the bowl now.

Usually if gas is coming out of that hole only the float is off or stuck. Tap the bowl with a rubber mallet and see if it stops. If it's dripping out of the boosters there is trash stuck in the needle and seat. The needle and seat is located under where that gold colored slot head screw is in the pic you posted.

Had the same problem with a brand-new 600cfm on my old 65 stang. The float was stuck. And the base gasket was shit.

be sure to add a fuel filter at the inlet line somewhere as close to the carb as possible, trash in the needle and seat can cause this. The needle and seat are one assembly and will screw out the top where the nut and screw are on top of the bowl, use the nut to unscrew it. inspect the o-rings on the needle and seat and blow out any trash. use a small screwdriver in the hole where the needle and seat went to press down on the float tab, you should feel it go up and down if it's floating in gas. If it's not floating and theres gas in the bowl, get a new float.
