Have you tried the Lowes/Autozone bolt extraction tools? Autozone may have a set you could borrow.

One bolt sticks out the block, but not enough to grip it with vise gripsl and the other is inside the block..

Weld a nut to them. Done it plenty of times. Don't use an extractor. The small ones are notorious for breaking and then you have a real problem.

That's what I was getting at. A good TIG weld will pull a bolt out with ease, and is accurate enough to do it on a bolt as small as 1/4"

My only concern would be WHY the bolt broke - cross threading, bottoming, or debris in the bottom of the hole.

I'd do it, but right now, I'm with out a TIG welder.

I got some rods at a welding supply store that worked great, they are about half the length of a regular 7014 rod. Said "Stud extractor" on the side. Used/extracted many bolts with them using an A/C arc welder. Ungodley tensil strength 270,000 psi or something like that. Granted they are not as accurate as a tig... I don't have one either(tig), not enough work to warranty purchasing one.

yup, got a welder. I need to see a good picture of it first before I say whether or not I can get the bolts out... you may end up having to helicoil them.
