If you have a code deleted with a scanner, does it make the car into a "not ready" status ?

To pass inspection? I would think so as it needs to have some milage on it to get a "pass" I could be wrong...

Yes, the car must complete all of the checks before going to a ready state.

I have had one that indicated "not ready" for over a week and when I took it to get inspected, it changed to ready.

You can have one "not ready" and still pass.

Depending on the model year of your car, not all sensors are required to show ready to pass inspection. Evap is usually the last to clear.
