should the input shaft have play in it and if so, how much? it moves enough to where i think it is stopping when it hits the housing.

also is there any way to spin a transmission at lets say 2 to 3k rm while it is out of the car to see if it has any vibration?

The input shaft is supported by the pilot bearing in the crank and the input bearing retainer. Unmounted I would say there should be very little play in the shaft within the bearing retainers shaft..

Preload from the throw out bearing? I ask because it was in. It broke

The preload comes from bearing shims inside the bearing retainer, the part you are calling the housing.

It can, and will, have a small amount of side to side play, especially if it has miles on it, but its not very likely to cause vibration unless your pilot bearing is equally impressive.

Try pushing the input shaft inward (toward the trans) as hard as you can with your hand. Then, try pulling it back out. If there is any front/back play in the input shaft, the trans needs to be looked at.
