Prep stainless

Gonna be paintin some stainless for my grille steel what is the best way to prep ?

im thinking some etching primer cause it seems lik e no matter what sandpaper i use it still doesnt leave much of a tooth .

Maybe thats just me .

Also going to have some glazing putty used on it so not sure if that matters......

And does the etch primer need to have another primer laid down on top . Or can you just paint the etching primer directly ?
