Program Keys for 1998

My friend wanted to change the ignition in her 1998 Mustang cause her EX has a copy of the key. He has already been caught trying to jack it from her. How do you change the ignition and program the keys. There has to be a way to avoid the STEALERSHIP.

I've heard that some dealerships will disable PATS if your in good with them. Then it would be a easy swap. I had a Sniper Tuner that would disable PATS. But thats long gone along with the GT....
