Change the coils. My sisters 99GT needed them and it ran about a 7.5 0-60. The Bullitt might be slow, but it shouldn't' get dusted by a Maxima, especially with gears. Might do a compression test as well.

But if there is a problem, what's been stated above are places to start looking. I'll add to check your exhaust. My buddy bought a Mach I that was a turd. He pulled the H-pipe off and found that the cat material and broken up in to chunks and blocked the exhaust tubes.

I was looking at off road h pipes and will they all work on the bbk headers or are they brand specific when it comes to fitting the vehicle

As stated before, check the cats if they are clogged it will suffer big power losses. The off road pipe should work with any set of headers, and if the price is right you'd be more happy with the sound afterwards anyways.
Do a compression test, if you have a few weak cylinders it would cause it to be a real slug.

I think it has gears just not sure what ratio, either that or the speedometer is just always over by 10mph
I'll take a look at the cats, to my knowledge all mods were done back in 03 before he bought the car so I would not be surprised if the at cooked

Check compression should be about 150 on all an if that checks out good try running open header to see if it runs better cause I had same problem an found out cats were clogged. If not then change fuel filter check for vaccume leaks an litfters seem to go bad a lot also.440-RWHP, 400-TQ, 6psi
