Tap on your IAC when it starts surging.
I ran a 76mm C&L MAF for a few years. It does take some time get it clocked right, but if this problem just started, then I would look into cleaning the IAC first.
The C&L meters are known to have problems, though. They have also presented a whistle noise. The throttle body can too.

Sounds like it has an exhaust leak. That can cause the exygen sensor t read lean and the ECM will try to compensate and actually make it run too rich. That could be your surging problem. Do you get any codes when you pull them for both KOEO and KOER?

Might want to check & make sure your upper intake is bolted down & didnt snap any bolts from the season change. I had 3 bolts snapped in my Holley IntakeGOD BLESS TEXAS

Alright, Cleaned the MAF, TB and IAC (which was pretty carboned up) Problem lessened. Pulled the plugs and put new plugs in gapped at 40-41. Problem lessened even more. Idles at 850-950 rpms and now starts to wanna surge to about 1100 rpms (not down anymore).
While Driving, coasting from 40+ mph rpms drop to 1k and then rise to 1500 and float there until completely stopped. Fuel Pressure Key On Engine OFF is 28 PSI. Key On Engine Running Fuel Pressure is 43 (with the vaccum line connected to Holley Fuel pressure regulator. Fuel Pressure is 48 with vaccum line off. Also while pressing the brake in with the clutch in seems to start surging right away. But at a complete stop pressing and releasing brake does not cause it to surge.
While car is running sprayed Carb Cleaner around Vaccum lines, CAI pipe and connectors, Around Upper to lower intake and around valve covers. No increase in RPMS or any noticeable change anywhere.
Last thing tried for the night was removing CAI (with MAF still hooked up to wire harness) and starting the car. Car started fine and ran with no issues for the minute it was on. While CAI was off sprayed carb cleaner towards TB blade and no change in RPMS so i dont think whistle is from TB. Whistle still there while it surges.
TPS also checked and set to .974volts.
Checked upper intake bolts all still tight.

Where and when did he ever say he couldn't get the car to run right on nitrous?
Anytime I had bucking and surging it was my egr.
Also chased my tail once when I had a intake leak,but the leak was on the bottom side of intake gasket.

You need to drop the fuel pressure to 34 at idle with the vac line connected or 39 with it unplugged. Chances are that the increase in fp has caused a rich condition that the oxygen sensors are tying to compensate for. Depending on how much they need to compensate it could be hitting the clip limit for adaptive learning in closed loop and going into open loop then back again. I would also replace the IAC.
