What to use to bond polyurathene?

Got this bumper cover for 40$. The only proble is the lower grille has a broken arm. It's has a nice flat surface that some glue could hold to, but what will bond best?

Bumper is clean as can be. Got it off craigslist. Someone left it behind while moving out of a rent house, the renter was certain it was for a Saleen, I tried to tell him it was just an LX.. Either way for 40$ I shook his hand and bounced!
