If I have a 750 dp with 4 corner idle air bleeds can I replace the secondary metering block with no idle air bleed adjustments? Is there a mod that has to be done for this to work?

If the secondary block is clogged in the pvrc, then for a test - install a PV plug and jet it up 5-9 sizes.
The PV just gives you two things, lean cruise (it only runs off of the main jets when closed).
..and it gives you enrichment under WOT when the PV opens. MOST cars don't even need a secondary power valve.

It's tough to block the entire main well out to the boosters with trash (from the jets). I'm not saying it's not possible, but it's tough to do it. Your problem will likely reside in a bad gasket (maybe covering the feed hole from the accelerator pump) or maybe on the metering block side.
if it's not that, then you're likely experiencing a misadjusted squirter, loose cam, or simply not sized properly for what you're trying to do.
