wipes wint turn off

ok so today after a washing.... my wipers wont turn off....even with the switch in off position.

swaped switch thinking that was it.....(known working back up)

didnt change.....


swaped switch off a running car with no issues..... no change.

what else could be the issue???

haha...google saved....interval governor is at fault.....fixed and on to a another issue, lol
