When changing rotors?

I just started changing my rear rotors, after i get the caliper back on the new rotor...should the rotor be moveable easily? Or should it be tight we no leeway?
1st time I've attempted doing this

the wheel will hold the rotor face tight, after you pump the brakes back up the calipers will reside where they need to.
