what happens at the end of the run while the revs are still up but i need to get on the brakes to slow down?

Nothing.

You'd wire a switch inline that completes the circuit at (an adjustable point) above, say, half throttle. When you're off the gas, the limiter won't work. Use a toggle to keep it deactivated when your driving around.
