2500-3500 is what they normally go for if in decent shape.

Border Patrol
D.A.R.E.
US Fish and Wildlife
United States Air Force (20 ordered as chase cars for the U2 spy plane)
Saleen modified 30ish cars that were never picked up by an agency and then sold them
and so on... they weren't only ordered by police agencies.
Even with primarily being cop cars, you have no basis to say the majority are in less than great condition. I own two that are in better shape than your P.O.S. with all original sheetmetal. The cars bring MORE money because they are something different, rare, special ordered Mustangs, and yes, because of a certain nostalgia. I wouldn't expect you to understand that since you're only used to riding in the back of cop cars.
These cars aren't in bad shape when they are taken out of service, they're beaten into bad shape by idiots like you after they're sold at auction. The ones that were wrecked were crushed for the most part. Another reason that makes people pay MORE for these cars is that they're fleet vehicles, and had extras from the factory to help them stand up to the daily driver treatment they received. They came with oil coolers, transmission coolers for the autos (only a little over half were autos), reinforced floor pans (again, something you should look into), and were fleet maintained, so oil was always changed on time, fluids were changed regularly whether they needed it or not, and any minor problem that occurred was promptly fixed, unlike most cars out on the street. Even if you buy a "one-owner" car, it's still more of a crap-shoot than buying an SSP. If that one and only owner didn't maintain that car well, you're going to see the problems. SSPs were ALL fleet-maintained vehicles.
Educate yourself before spouting off, as usual.
And tomorrow's lesson is on a car's worth. What is a fox coupe worth, you ask? It's worth what someone is willing to pay for it. Rare colors fetch quite a bit more money. It's all about supply and demand, and it's still cheaper to buy the original color car than to buy a comparable one and have it painted. Calypso, Reef Blue, Strawberry Metallic. Check out the prices on those cars compared to a red coupe with porno red interior.
