Anyone know of a good shop that can weld up a 5.4 in the intake valley and prep the block without breaking the bank? Preferably in the Ft Worth area.

The welding is not the problem, the problem lies in what happens after you weld it. Aluminum moves a LOT after/during welding and those adjacent cylinders will be fucked once you do any amount of signifigant welding on the block.
Also, welding itself won't be cheap - anyone worth paying will still be expensive to 'do it right'.

You have your self a boat anchor. All the responses so far say the same thing. If you do happen to find a shop that will do the welding and take the liability, pretty sure it would be a miracle.
Also, I would be more worried about what you can't see on visual inspection. Sure you can see cracks in the intake valley, but where else did it crack? I would bet you have more damage than what is visible.
Recycle the block, get a little coin, put that into a different block and move on.
