What you are referring to are "hook ups" in some form or fashion. That or you're finding a lazy and inexperienced inspector that can't hear the acoustic difference between catted vs o/r mid pipes, especially when you put the car on the dyno for a TSI test. The penalties being levied against shops for clean-scans and oversight on cats are quite substantial. Large enough financial penalties to where shops aren't taking the chance anymore. Not to mention the last time I was at a Valero inspection shop in Denton Co. there was a regional emission enforcement officer who showed up at random and observed the inspector doing the car in front of me.
