2000 Expy sway bar ?

I will post pics later but, I noticed the bolts on the swaybar basically have no rubber bushings on them. On both sides of the car. I am referring to the bolt that connects the sway bar to some other steering component. I can slide it up and down. It looks like there are some rubber bushings there, but they dont seem to be doing anything.

This can't be normal?

Is it as simple as unbolting the bolt, putting it all together, rebolting?

Does an alignment have to be done?
