You'd be better off spending 20K on a motor....pushrod or mod, doesn't matter, and the other 20K on the supporting cast.....suspension drivetrain, brakes etc.
If your getting your hands dirty, look at 15K for a coyote conversion, and higher if you go with the boss 302.
I like you aspirations of 1000 hp......just make sure the rest of the car can handle it.

He can build a nice car with much less and be fast as hell, safe, and look good.
