Mike, I think you will have all this behind you when you get "past" where you work now. I had high aspirations when I was a teenager/early twenties too. Other priorities come up soon enough. Before you know it, you will be thirty and I hope you have a better job or position too.
To fix the damage you have done to your car, paint, chassis prep and the drivetrain you are requesting you are gonna be chasing 15k pretty quick.
I know a 408w, gasket matched twisted wedge heads/victor Jr. intake, TFS III cam, 750 cfm carb and a manual will net you around 430 horse on 10.5.1 compression. There is much better heads and cam etc. out there but the above will run you the 4-5k for parts and machining on the low side to start.
Then all the damage to your car, the paint, the suspension you speak of, the cage, the subframes, the trans, the electronics,a matching set of tires, the rear end to keep up with the power.... Well like I said, you will find that priorities will come first.
Fix the appearance of the car, subframe damage, refresh your current engine, or put a stronger 351 with some tweaks in it and enjoy it for awhile.
