Testing procedures for the fuel control solenoid on a Cummins?

I cant find anything on Mitchell that actually says how to test a fca. Are there any tests procedures for it? This is on an 05 3500 5.9 that wont start.

I think the bench test for them was something really simple, just seeing if it went in/out with power to the plug, but I dont want to give you the wrong info

What is it doing exactly? No start at all or rough to start?
