Fuel Pump wiring

So, I'm trying to figure out why this fuel pump never goes off with the key on/engine off. I pull the drivers seat to see how it is wired up and the blue wire/yellow stripe is grounded. Why would it be this way, I cut it and the fuel pump no longer runs.

What is the best way to wire up this eliminator pump to run like the factory? Anybody got a good diagram?

a relay has to have a ground circuit. veryuseful.com should have the schematic

Not a factory fuel system. The areomotive fuel pump has been wired into factory wiring, but they grounded a factory wire.

i got mine wired with a relay like this black one, all factory wires go connected to it then one runs from the black relay to the front of the car where i have the goldish relay
