    yea thats still illegal. They check the vin and if there is is any sign of VIN tampering they can seize the vehicle and charge you federally.

    People still do it all the time, some guys are pros, even go as far as using the same rivets as factory. Just know its illegal, and if youre going to do it, better do a damn good job.
