Oh it doesn't make it right but it would make it completely legal. Anything can be added or removed just like prohibition was. If you can get 2/3 House, Senate and 3/4 of the States? You're golden. Or if you piss off the states they can call an Article 5 convention and amend the constitution and force the federal government to abide by it without talking to the House or Senate or President
