No, shooting at the range doesn't ensure you hit a target, however training under stressful conditions and doing simunition training will ensure you hit what you aim at under fire. You learn to control your adrenaline and make your shots count. Can you miss? Yes. Will you hit 9 citizens trying to hit 1 guy standing still? Probably not.
