The prospect of the majority of their customers starting to stream on a daily and constant basis is there. Just look on the site and you can see dozens of threads about everyone streaming netflix, xbox, etc. They are looking at a cash cow in the future when they charge for "overdraft" fees.
The future is streaming from online, and they know it. A cap, set just at the right spot, will generate massive revenue.

I can see both sides (maybe because I work for an ISP). I don't see a problem with charging customers that consume more resources more money. I do think the cap needs to be realistically set (and raised) as technology advances.
I personally don't use anywhere near 250gb a month, but as streaming video goes 1080 I can see hitting that cap quickly.DamonH

If you use more then you pay more but on the inverse if you use less, you should pay less. Hitting everyone with a single flat rate and calling it unlimited up to a certain point is crap, it's not unlimited. Besides your average user has no idea how much data they use, most people will be trusting the isp to be honest.
Also if you are going to do the blocks of service then what's the point in capping speeds? If I only get 150gbs of data a month I might want to burn it all up in one day, speed up my connection. Either that or on the last day of my billing cycle I'll be downloading everything I can think of to make sure I get my money's worth. Or cap it at 5gbs a day and bill me only for the days I actually connect.
