My two cents...
Ok, so let's say you take her to small claims court. The judge may (or more than likely will not, unfortunately) rule in your favor. They slap her with a judgement for $XX.XX and order her to pay. You know she isn't going to pay, so you're out lawyer costs and/or court costs, plus time lost, plus possibly sending one of the parents to jail for contempt and leaving your niece in an even shittier situation. The only other option besides mommy or daddy going to jail is that an officer shows up at their place of residence and seizes whatever assets they may have (probably not much) to pay the judgement, again leaving your niece in a crappy situation.
Report them to the proper authorities for offenses you know have taken place (which you've already done), and wash your hands of them and walk away while letting the respective government agencies investigate. If you feel that terribly bad for your niece, if the courts take her away from her parents then try to step in as a foster parent or adopt her.
Like I said, just my two cents, but I wouldn't fuck with it that much anymore.

Who knows Burleson could go after them for filing a false Police report even though it would be pointless if she really did move to another state. I wonder where she is located right now? We do not take offense reports over the phone like this. I do not even understand how she thought this might bring her money. I sold an uncle a truck, oh, about 15 years ago. He gave me $200 when I met up with him, and I was to have the rest in a month's time. He still hasn't given me a dime beyond that $200.
