Anyone know how that number was calculated? Like a timeframe to be consided an "active" user?

^this. i believe it defaults to a year since last log in to be considered an active user. this can be changed in admincp by admin to make it appear as if you have more or less active members. on lower traffic sites, the admin will reduce that number value significantly to make it appear there is more active users. on high traffic sites, it's a non-issue.
