Reasonable question. I'm just tossing this out there for discussion. I haven't formed much of an opinion on it, as I just started researching but there is no doubt in my mind that it is not a "harmless research project".

So HAARP is a natural disaster machine and it's cover-up is that it's to study the northern lights and how the light particles from the sun affect the ionosphere? I seriously doubt we have the capabilities to affect tectonic plate movement and like somebody already said, why Japan? I guess Goverment officials finally had enough of the PS3's ridiculously long load times?

Not really. If this truly is the work of something like that, then they would use it to stratigically affect certain areas to manipulate the global markets. Politics is just a farse. Seriously.
