"a device that would sense if a child is left alone in a car. The device, attached to a headrest or car seat, would then alert parents' phones and the police — all while blowing cold air until help arrives."

the device will need a battery and a charger. Think about how quickly any battery goes dead that left in the heat inside a car.

How does it sense the baby and the driver? Thermal imaging or time lapse comparison? And it can do that from the back seat?

Alerting the parents by text would means it would need cellular service. So that means there is some sort of subscription cost.

It won't be able to blow cold air it will only be able to recirculate the cabin air with a small fan
battery/charger - most devices can be wired to 12v easily, I don't see this as much of a problem especially with manufacturers on board. integrating that type of low voltage wiring is rather simple, even in a retrofit scenario.

detection is probably a more refined process, but cheap sensors abound these days. it could be a combination of ir, pressure, movement, etc.

"service" fee - why not build a business using a model that has residual income for the manufacturer or supplier? beyond that, many cars now have integrated LTE or cellular functions so it wouldn't be a stretch to assume it would be able to be tied in. until then, yes you'd need some network link to the outside world. someone could easily take the internals out of a go-phone and make this work while only adding a few bucks to the overall design.

my truck's remote start senses the outside temps and turns on ac or heat accordingly. why wouldn't the vehicle manufacturer (again, assuming this becomes a production vehicle option) be able to allow this device the same function as a remote start?

just spitballing. I don't disagree that the "product" as it is described is early in its infancy, but the problems you've presented really aren't that damning IMO
