Early reports said that when they presented themselves as BEA (bond enforcement agents), it was misunderstood as DEA. The simple fact that they were allowed to camp out for as long as they did and no one questioned their motives or potential dangers of the situation is incomprehensible. The people there not involved are DAMN lucky to have not caught a stray slug with 19-20 shots going off so quickly and with all of the commotion going on.
One person noted that when they came in with their guns raised, the target went to pull his gun, dropped it, and then the scuffle ensued. He managed to, at some point, pick up his gun and join in the fireworks.
That's only where the stupid finally made landfall. He was wanted for failing to appear on a drug charge.

"Hutchinson had been on the run since March and was wanted on other felony charges besides the drug offense, including disarming a police officer and assault of an officer, according to Minnesota news station KSTP-TV."
This sort of cements the idea of handling it in a less populated area.
