my good friend from high school is a civil engineer for the city of atlanta, and his take on it all is nothing but hilarious, saying that its a freak accident (??) but finally gives them something to do.

to the poster above me, if you ever drive around the tollway and PGBT you will notice a huge lay down area right there, under the overpasses, not sure where you think we keep these materials, but usually close to the job site is the best bet
