No less safe than any other 3rd world country where the worst of the worst all move up close to the border so they can repeatedly try and smuggle people or drugs across the border..
I think you are supposed to have a passport now, but I am sure you can find out with a quick google search.
Really, on the safety thing though, it is mostly up to you and what you do. If you go down and wander the shady areas, or late at night, or shitfaced drunk, then yeah, you're probably taking a chance. But there are hundreds (maybe thousands) of Californians that at least go through Tijuana on their way to Baja. You should be good as long as you pay attention to your surroundings and don't do stupid shit. More importantly, I wouldn't wander around alone. Likely to get robbed.
I lived it Juarez while all the narco shit was blowing up back in the late 90's and was fine, and I'm a ginger.
You need either a passport or the enhanced driver's license. My sister and her husband live in San Diego and cross at least once a month to pick up prescriptions and they haven't been murdered yet.
And if you ain't a gringo, you best be prepared for a thorough going over when trying to get back in.
