I'm no svo crime detective, but I've always heard that dismemberment and burning are very personal things to do with a body. In other words, the killer knows the victim and was pretty pissed about something.

Not necessarily but I'm no SVO detective either. I always thought sick crimes like this was the result of a severely sick individual that experienced some sort of traumatic event in their life. I don't think guys like Bundy or Dahmer knew most of their victims.
